Creates new criminal offense of attempted murder under Mississippi Code Section 97-3-8, with punishment of 20 years to life imprisonment at court's discretion.

Imposes mandatory life imprisonment for attempted murder of law enforcement officers or firefighters acting within scope of duty.

Requires life imprisonment without parole for second or subsequent attempted murder convictions.

Amends aggravated assault statute to increase penalties for assaults on protected classes including judges, prosecutors, teachers, elderly persons, and vulnerable adults to up to 30 years imprisonment and $5,000 fine.

Effective July 1, 2010.
