Prohibits municipal governing authorities from requiring employees to maintain their domicile and principal place of residence inside the municipality or county at the time of employment.

Prohibits municipalities from requiring employees to obtain a residence inside municipal or county boundaries within a specified timeframe or face termination.

Amends Section 21-31-15 of the Mississippi Code to clarify that municipalities cannot enforce residency requirements for domicile or principal place of residence, while preserving authority to set bona fide occupational residency requirements.

Defines "domicile" as a person's primary place of abode with the intention to return, with burden of proof on the person claiming that status.

Takes effect July 1, 2010.
