Amends Section 37-13-61 of the Mississippi Code to prohibit local school boards from setting a school term opening date before the first Monday of September (Labor Day).

Requires school boards to ensure the opening and closing dates satisfy the minimum number of required school days in a scholastic year as prescribed under Section 37-13-63.

Maintains authorization for local school boards to keep schools in session beyond the minimum required number of days.

Takes effect July 1, 2010.
