Requires the Public Procurement Review Board to adopt regulations ensuring at least 3% of total state agency expenditures for commodities, equipment, construction, and maintenance contracts go to qualified disabled veteran-owned businesses.

Defines "qualified disabled veteran" as a business entity that is 51% or more owned by one or more veterans with a service-connected disability, including honorably discharged veterans from the Army, Air Force, Navy, Marine Corps, or Coast Guard.

Mandates each state agency executive head establish participation goals for qualified disabled veteran businesses and requires the Public Procurement Review Board to annually review agency progress toward the 3% requirement with input from veterans service organizations and the business community.

Allows the Public Procurement Review Board to count subcontracts with qualified disabled veterans toward meeting the 3% requirement and directs the board to make annual recommendations to the Legislature on whether the 3% target should be continued, increased, or decreased.

Takes effect July 1, 2010.
