Creates Section 27-104-154 requiring each state and local governmental entity that maintains an internet website to post information about expenditures of state, federal, and local funds in a clear, understandable, and easily searchable format.

Requires posted expenditure information to include: recipient name and location, expenditure amount, purpose description, general and specific source of authority, transaction type, and other pertinent information as determined by the entity.

Excludes from disclosure trade secrets, proprietary information, confidential vendor information, individual residence addresses, and information protected by state or federal privacy laws.

Mandates governmental entities update expenditure information on their websites at least quarterly.

Becomes effective July 1, 2010, and amends definitions in the Mississippi Accountability and Transparency Act to clarify terms including "governmental entity," "expenditure of federal funds," and "expenditure of local funds."
