Requires water, sewer, garbage disposal, and fire districts to publish detailed itemized reports of all revenues, costs, and expenses in a newspaper of general circulation within 90 days after each fiscal year ends.

Mandates districts file an electronic copy of the detailed itemized budget (capable of being downloaded from a computer) with the board of supervisors creating the district and the State Auditor.

Requires districts to include a statement of water and sewer rates being charged and a detailed statement of the method used in arriving at such rates in the published report.

Takes effect July 1, 2010.
