Allows senior citizens (age 65+) who are legal Mississippi residents to enroll in courses at public community colleges, junior colleges, and state institutions of higher learning without paying tuition.

Permits senior citizen students to enroll full-time or part-time for academic credit toward a degree, for audit purposes only, or for non-credit courses.

Requires senior citizens to meet the college's admissions requirements and allows institutions to cancel courses with insufficient enrollment.

Mandates that tuition-paying and scholarship students must be accommodated in courses before senior citizens are enrolled, unless the senior citizen has completed 75% or more of their degree requirements.

Takes effect July 1, 2010.
