Authorizes county boards of supervisors to contract with private attorneys or collection agents to collect delinquent county debts, including past due fees, fines, and delinquent taxes on personal property and mobile homes.

Allows counties to pay private collection contractors not to exceed 50% of the delinquent amount collected, with all collected funds remitted to the county before paying contractor fees.

Permits counties to charge delinquent debtors an additional fee of up to 50% of the delinquent payment amount when using private collection contractors.

Exempts delinquent garbage and rubbish collection fees from additional charges if the county has notified the tax collector to prohibit motor vehicle license tag issuance to the delinquent person.

Effective date: July 1, 2010.
