Creates the Uniform Real Property Electronic Recording Act to allow electronic documents and signatures for real property recording in Mississippi's land records.

Authorizes chancery clerks to receive, index, store, archive, and transmit electronic documents while continuing to accept paper documents in the same index.

Establishes that electronic documents satisfy legal requirements for originality, paper medium, writing, and signatures; allows electronic signatures to satisfy notarization, acknowledgment, and verification requirements.

Requires the Chancery Clerk's Association to adopt standards for electronic recording that align with other jurisdictions and national standards set by organizations like the Property Records Industry Association.

Amends Mississippi Code sections 89-3-1, 89-5-1, and 89-5-3 to make the electronic recording provisions exceptions to existing acknowledgment and proof requirements; effective July 1, 2010.
