Requires municipalities seeking to enlarge boundaries to obtain approval from both the municipality and the territory proposed for annexation by majority vote in separate elections.

Allows 20% of qualified electors in the proposed annexation territory to petition for an election within 60 days of the annexation ordinance adoption, with elections held within 60 days of petition certification.

Mandates that annexation ordinances describe proposed improvements, manner and extent of improvements, approximate timeline for improvements, and municipal services to be provided in annexed territory.

Removes municipal annexation questions from chancery court proceedings for boundary enlargements while retaining court jurisdiction over boundary contractions.

Prohibits municipalities from adopting another annexation ordinance for the same territory for 5 years if voters reject the proposed annexation in either the municipality or the proposed territory.
