Prohibits municipalities from using municipal funds in any proceedings to enlarge their boundaries through annexation

Amends cost allocation provisions so that municipalities are taxed with all costs only for boundary contraction proceedings, not annexation

Limits appeals from chancery court decrees to cases involving contraction of municipal boundaries, removing appeal provisions for annexation disputes

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia for preclearance under the Voting Rights Act of 1965

Takes effect only after receiving preclearance under Section 5 of the Voting Rights Act
