Amends Section 19-31-51 of Mississippi Code to allow public improvement districts to petition the Public Service Commission for certificates of public convenience and necessity in uncertificated areas within district boundaries.

Requires water and sewer districts petitioning for certificates to give written notice to property owners and public entities in the affected area.

Permits notice to be given by publication of a display advertisement (2 columns wide by 5 inches deep) one time in a newspaper of general circulation within the county or counties, in addition to regular mail notice to property owners.

Requires notice be sent by regular mail to last known addresses of all property owners as listed on county tax rolls at the time of petition filing, and to public improvement districts and other public entities in the area.

Takes effect July 1, 2010.
