Establishes a statewide special election on November 2, 2010, for voters to approve creation of the "Mississippi Lottery for Education" to be administered by the Mississippi Gaming Commission.

Creates the Mississippi Hope Scholarship Trust Fund to receive lottery proceeds after allocating 45% for prizes, up to 0.5% for administrative costs, and 4% to counties where tickets are sold.

Authorizes the Mississippi Gaming Commission to regulate lottery operations including game types, ticket prices, prize amounts, and distribution through licensed retailers and distributors.

Awards Hope Scholarships covering tuition costs to Mississippi students with a 3.0 GPA enrolling at eligible in-state colleges and universities, with continued eligibility requiring maintenance of 3.0 GPA.

Exempts lottery tickets from sales tax and amends existing gambling prohibition laws to exclude authorized lottery operations from criminal penalties.
