Limits water service rates charged by municipal utilities within one mile of corporate boundaries of municipalities with populations of 100,000 or more (based on last decennial census) to rates authorized by the Public Service Commission for services provided more than one mile beyond corporate boundaries.

Applies rate limitation to Section 21-27-17 (commission rate-setting authority), Section 21-27-23 (municipality borrowing and rate authority), Section 21-27-39 (service area expansion and rate caps), and Section 21-27-29 (state regulation exemptions).

Establishes that municipalities with 100,000+ population remain exempt from state utility rate regulation, except for water services provided outside their corporate boundaries, which become subject to Public Service Commission oversight.

Effective date: July 1, 2010.
