Department of Corrections shall conduct one or more pilot programs banning smoking inside buildings and on grounds of state correctional facilities.

Smoking cessation programs for staff and inmates shall be administered on a voluntary basis with no mandatory participation.

Smoking cessation programs shall include instructions and education to help participants cease tobacco use and remain smoke-free.

Department of Corrections shall fund program costs from existing departmental funds and may utilize donated services, personnel, and resources from nongovernmental agencies.

Department of Corrections must report to House and Senate Corrections Committees on or before January 15, 2011, on the progress and status of pilot programs.
