Amends Mississippi Code sections 63-21-15 and 63-21-39 to clarify the application process and procedures for obtaining a certificate of title on vehicles with a salvage certificate of title.

Requires applicants seeking a branded title on salvaged vehicles to submit a sworn affidavit confirming compliance with requirements under Section 63-21-39 and Department of Revenue regulations.

Establishes that the Department of Public Safety shall charge a $75.00 fee for certificate of inspection on salvaged vehicles, with funds deposited into a new "Salvage Certificate of Title Fund" for departmental expenditures upon legislative appropriation.

Authorizes the Department of Public Safety to require visual inspections at Highway Patrol facilities and allows on-site inspections of motor vehicle rebuilders and repair businesses to ensure compliance with state motor vehicle title laws.

Takes effect July 1, 2010.
