Adds immunity from criminal penalties and civil liability (libel, slander, tort) for persons who disclose information about fraudulent insurance claims or suspicious fires to the Insurance Integrity Enforcement Bureau without malice.

Applies immunity to insurers, their employees and representatives, government entities, law enforcement officials, Department of Insurance employees, the Commissioner of Insurance, the Attorney General, and Insurance Integrity Enforcement Bureau members.

Requires the Insurance Integrity Enforcement Bureau to file annual reports to the Senate and House Insurance Committees by January 1 detailing case types, investigations, warrants issued, prosecutions, and expenses.

Effective July 1, 2010.
