Mississippi residents aged 65 or older with individual taxable income not exceeding $15,000 in the prior year may enroll in courses at state institutions of higher learning without paying tuition or applicable fees

Senior citizens may enroll as full-time or part-time students for academic credit toward a degree, for auditing purposes, or in non-credit courses

Laboratory fees and other course material fees are not waived; senior citizens must still meet admissions requirements of the institution

Tuition-paying students and scholarship students receive enrollment priority over senior citizens, though exceptions may be made if a senior citizen has completed 75% of degree requirements

The Board of Trustees of State Institutions of Higher Learning is directed to promulgate rules and regulations to implement the program, effective July 1, 2010
