Mississippi Department of Transportation shall conduct a study to explore more efficient ways to operate state rest areas and determine feasibility of long-term leasing to private entities for operation and vendor services.

Private leasing arrangements must comply with Federal Highway Administration regulations and receive case-by-case approval for projects on the interstate system and those using federal funds.

Department must report findings to the Legislature before sine die of the 2011 Regular Session, including federal regulations overview, potential revenue estimates, existing operating costs, recommended leasing sites, and viability assessments of existing facilities.

Study excludes state or privately operated hospitality centers from consideration.

Act takes effect July 1, 2010.
