Establishes the "Early Graduation Achievement Scholarship Program" beginning in the 2010-2011 school year, allowing secondary students who complete all graduation requirements to graduate early with approval from the student, parent/guardian, school board, and State Department of Education.

Provides scholarships of up to $2,500 for one semester early graduation, $5,000 for two semesters early, or $7,500 for three or more semesters early, which must be used at accredited state institutions of higher learning.

Creates the "Early Graduation Achievement Scholarship Program Trust Fund" in the State Treasury to be funded through appropriations, grants, gifts, and donations, with the State Board of Education administering the fund.

Requires the State Department of Education to allocate sufficient funding under the Mississippi Adequate Education Program to support scholarships and allows the department to transfer funds to the trust fund until it reaches a sustainable amount.

Amends Section 37-151-7 of Mississippi Code to add language authorizing the State Department of Education to receive additional funds under the adequate education program for purposes of this scholarship program.
