Creates the "Genetic Information Nondiscrimination in Health Insurance Act of 2010" to prohibit health benefit plans from denying, canceling, or refusing to renew coverage based on genetic information.

Prohibits health benefit plans from requesting or requiring participants, beneficiaries, or applicants to disclose genetic information.

Prohibits health benefit plans from disclosing genetic information without prior written authorization from the participant, beneficiary, applicant, or legal representative, with authorization required separately for each disclosure.

Defines "genetic information" as information about genes, gene products, or inherited characteristics derived from an individual or family members, and "genetic services" as health services to obtain, assess, and interpret genetic information.

Establishes liability for health benefit plans that fail to comply, allowing recovery of compensatory, consequential, and punitive damages; effective July 1, 2010.
