Creates the Mississippi Civil Rights Museum to be located in Leflore County to promote educational and social development and honor civil rights contributions in Mississippi and the United States.

Places the museum under the supervision and control of the Board of Trustees of the Department of Archives and History.

Grants the Board of Trustees authority to promulgate operational rules and regulations, acquire furnishings and documents, and solicit donations and property for the museum.

Authorizes the Board of Trustees to acquire, preserve, restore, and operate real or personal property deemed significant for historical, architectural, or cultural reasons related to the museum.

Takes effect July 1, 2010.
