Creates the "Sexual Offenses Against Children Act" defining sexual offenses against minors including sexual conduct, solicitation, child pornography, kidnapping, and false imprisonment.

Establishes mandatory minimum sentences ranging from 10 years to life imprisonment depending on offense severity, with death penalty eligibility if the offense results in the victim's death.

Requires convicted offenders to register as sex offenders, undergo electronic monitoring with location-transmitting devices for life after release, and pay restitution to victims.

Establishes victim bill of rights including protection from the accused, notice of court proceedings, right to be heard at sentencing, restitution, and fair treatment with respect for privacy and dignity.

Amends statutes to remove statute of limitations for prosecution of sexual offenses against minors and adds such offenses to the sex offender registration requirements under existing law.
