Establishes the Mississippi Civil Rights Museum in Leflore County under the supervision of the Department of Archives and History, with the site to be recommended by the Department of Finance and Administration on vacant or historically significant property

Creates the "Mississippi Civil Rights Museum Fund" in the State Treasury to receive appropriations and donations for maintaining and operating the museum, with unexpended funds carrying over between fiscal years

Authorizes issuance of up to $50,000,000 in general obligation bonds to fund the design, construction, equipping, and furnishing of the museum facility

Grants the Board of Trustees of the Department of Archives and History authority to promulgate rules for museum operations, acquire documents and artwork, accept donations, and approve major changes to the facility

Bonds would mature within 25 years, be tax-exempt in Mississippi, and be backed by the full faith and credit of the state, with effective date of July 1, 2010
