Amends Section 45-9-101 of the Mississippi Code to authorize the Department of Public Safety to issue licenses for carrying concealed stun guns, pistols, or revolvers valid statewide for five years.

Establishes eligibility criteria including: state residency (12 months), age 21 or older, no felony convictions, no substance abuse issues, no mental health commitments, and compliance with federal firearms laws.

Requires applicants to submit completed application, photograph, $100 nonrefundable fee, full fingerprints, and waiver for background checks; processing takes 45 days with appeals available to the Commissioner of Public Safety.

Licensees must carry the license with valid identification at all times and display upon demand by law enforcement, with violation resulting in $25 noncriminal penalty.

Establishes renewal process every five years at $50 fee ($25 for residents 65+, free for retired law enforcement), with subsequent renewals requiring in-person appearance every 10 years for new photograph; effective July 1, 2010.
