Requires all DUI offenders to operate only vehicles equipped with ignition interlock devices after an initial license suspension period, eliminating hardship exemptions.

Establishes mandatory probation for minors convicted under DUI provisions and creates a new "aggravated DUI" offense for violations involving blood alcohol concentration of .15% or higher or passengers under 16 years old.

Creates an ignition interlock restricted driver's license with a monthly fee of $25.00 and establishes the Ignition Interlock Device Fund to support the Driver's License Bureau and provide assistance to indigent offenders.

Imposes ignition interlock device requirements for 6 months to 5 years depending on offense level: first offense (6 months minimum), second offense (2 years), third or subsequent offense (5 years), and aggravated DUI (1-2 years).

Establishes penalties for tampering with interlock devices as misdemeanors punishable by fines of $250-$1,000 or up to one year imprisonment, with additional 90-day restrictions added to the interlock license term.
