Amends juror qualifications to require that prospective jurors have a valid Mississippi driver's license in addition to existing requirements of being at least 21 years old, a qualified elector or resident freeholder, able to read and write, and not convicted of certain crimes.

Redefines "master list" for jury selection to consist of persons with valid driver's licenses in the county instead of voter registration lists.

Requires the circuit clerk and registrar of voters to certify annually in January the list of persons with valid driver's licenses in the county to the jury commission.

Mandates the Department of Public Safety to provide each county circuit clerk with an updated annual list of all licensed drivers in that county for purposes of selecting prospective jurors.

Takes effect July 1, 2010.
