Amends Mississippi Code Section 11-27-1 to prohibit exercise of eminent domain for private development, private purposes, tax revenue enhancement, or transfer to private entities, nongovernmental organizations, or business entities.

Restricts eminent domain use to "public use" only, with just compensation required to property owners.

Exempts drainage and levee facilities, public roads and bridges, flood control projects, seawalls, dams, toll roads, public airports, ports, harbors, and utility infrastructure (telephone, gas, electricity, water, sewer, etc.) from the prohibition.

Exempts eminent domain use for removing public nuisances, demolishing uninhabitable structures, acquiring abandoned property, or eliminating direct threats to public health or safety.

Exempts projects involving Tier One suppliers as defined in Section 57-75-5 (prior to the act's effective date) from the prohibition.
