Increases the penalty for failure to provide proof of motor vehicle liability insurance from the previous amount to $510.00, with suspension of driving privileges for one year or until proof of insurance is shown.

Directs $10.00 from each $510.00 fine to be deposited into the Mississippi Trauma Care Systems Fund, with remaining funds deposited to the State General Fund (or split 50/50 with municipalities or counties if fined in those courts).

Allows the fine to be reduced to $100.00 if the vehicle owner shows proof of insurance at the hearing date or date of payment, and dismisses the case if the owner shows insurance was in effect at the time of citation.

Amends Section 41-59-75 to establish that $10.00 from each insurance card violation fine shall be collected and deposited into the Mississippi Trauma Care Systems Fund for trauma care system administration and hospital indigent trauma care block grants.

Effective date: July 1, 2010.
