Requires municipalities seeking to enlarge boundaries to pass an ordinance describing proposed improvements, services, and timeline for the annexed territory.

Allows 20% of qualified electors in territory proposed for annexation to petition for a referendum within 60 days of the annexation ordinance adoption.

Election on annexation must be held within 60 days of petition certification, conducted by county board of supervisors, with results published in local newspapers at least 21 days before election date.

Annexation ordinance is approved if fewer than 60% of voters oppose it; rejected if 60% or more vote against it, and the municipality cannot propose annexing the same territory for 5 years if rejected.

Removes municipal boundary contraction proceedings from chancery court requirement and establishes that municipalities must file certified copies of enlargement ordinances with the Secretary of State.
