Reenacts sections 57-97-1 through 57-97-23 of the Mississippi Code (Mississippi Delta Region Revitalization Act of 2006) that were repealed by operation of law on July 1, 2009.

Recreates the Special Task Force for Revitalization of the Mississippi Delta Region composed of 27 members including legislators, university representatives, planning district officials, and business leaders to develop a comprehensive economic development plan.

Allows persons who were serving on the task force when it was repealed on July 1, 2009, to resume their service when the act is reenacted on July 1, 2010.

Establishes a five-part long-range economic development plan to be prepared by the University Research Center Bureau of Comprehensive Long-Range Economic Planning, including goals, competitive analysis, implementation monitoring, evaluation, and recommendations.

Extends the repealer date from July 1, 2009, to July 1, 2013, allowing the revitalization act to remain in effect for an additional four years.
