Creates the "Nonpartisan Municipal Elections Act" making all municipal offices nonpartisan, prohibiting candidates from campaigning or qualifying based on party affiliation.

Prohibits political parties and affiliated committees from fundraising for, contributing to, or publicly endorsing candidates for nonpartisan municipal offices; prohibits candidates from accepting such contributions.

Establishes preferential municipal elections to determine which candidates advance to general elections, with candidates listed alphabetically without party affiliation on ballots.

Requires a runoff election three weeks after the general election if no candidate receives a majority of votes, with the top two vote-getters competing in the runoff.

Repeals Section 23-15-171 regarding municipal primary election procedures and amends multiple sections of Mississippi Code to conform to nonpartisan election requirements; requires submission to federal authorities under the Voting Rights Act of 1965.
