Prohibits law enforcement officers from issuing traffic tickets for moving violations while operating an unmarked vehicle, effective July 1, 2010.

Amends Section 63-9-21 of the Mississippi Code to add this restriction as a new subsection (9).

Modifies Section 19-25-15 to make the unmarked vehicle prohibition applicable to sheriff's departments that have board-approved unmarked vehicles for official investigations.

Allows boards of supervisors to continue authorizing unmarked vehicles for investigations only, subject to the new moving violation ticket restriction.
