Amends Mississippi Code Section 63-15-4 to revise the deadline for motor vehicle owners to present proof of liability insurance after being cited for failure to have an insurance card in their vehicle.

Extends the timeframe for owners to have fines and court costs waived from the hearing date to within 30 days after citation or the hearing date, whichever is later.

Allows dismissal with prejudice and waiver of all court costs if owner shows proof of current insurance coverage or proof that insurance was in effect at the time of the citation.

Maintains existing penalties of $500 fine and suspension of driving privileges for one year or until proof of compliant liability insurance is provided.

Takes effect July 1, 2010.
