Increases the fine for motor vehicle owners or operators failing to have proof of liability insurance from an unspecified amount to $1,000.00.

Eliminates the previous provision allowing a fine reduction if the vehicle owner shows proof of insurance at the hearing date or date of payment.

Maintains the suspension of driving privileges for one year or until proof of compliant liability insurance is shown.

Requires 50% of fines collected in municipal courts to go to the municipality's general fund and 50% of county court fines to go to the county's general fund, with the remainder to the State General Fund.

Effective date: July 1, 2010.
