Requires persons, firms, and corporations drilling and developing wells to obtain a water well contractor's license from the Mississippi Commission on Environmental Quality, with annual license fees of $100.

Prohibits assignment or transfer of water well contractor licenses and requires certification of continuing education units for license renewal.

Exempts individuals from licensing requirements when drilling irrigation wells, livestock watering wells, or single-family residential wells on their own property, provided they comply with construction regulations.

Grants the Mississippi Commission on Environmental Quality authority to require and approve continuing education units, establish rules and regulations, conduct examinations, and inspect water wells.

Takes effect July 1, 2010, with the irrigation well exemption repealing on July 1, 2011.
