Creates the "Mississippi Human Embryo Adoption Act" establishing a legal framework for transferring frozen human embryos under Mississippi adoption statutes, defining a human embryo as a fertilized ovum from single cell stage to eight weeks development.

Requires genetic parents to consent to embryo adoption and relinquish all rights contemporaneously with filing the adoption petition, with consent occurring before embryo implantation.

Establishes Mississippi court jurisdiction over embryo adoption proceedings when the frozen embryo is located in a laboratory or facility in the state, and allows final adoption decrees to be entered immediately without the standard six-month waiting period.

Prohibits any action to set aside an adoption decree for a human embryo after implantation has occurred, and requires the final decree be entered before implantation takes place.

Amends existing adoption law to include human embryos within the definitions of "minor" and "child," and applies all applicable adoption procedures and protections to embryo transfer proceedings; effective July 1, 2010.
