Increases the maximum amount of state general obligation bonds that may be issued for the Infinity Space, Science and Education Center in Hancock County from a previously authorized amount to $16,000,000

Requires matching funds of at least $16,000,000 from private, local, or federal sources to be irrevocably dedicated to the project before any state bonds can be issued

Creates the "Infinity Space, Science and Education Center Fund" in the State Treasury to hold bond proceeds, with the Mississippi Development Authority authorized to disburse funds for construction, furnishing, and equipping the facility

Mandates that project developers enter into binding commitments regarding minimum job creation and repayment provisions if commitments are not met

Sets a deadline of July 1, 2011, for bond issuance, with bonds maturing within 20 years and exempt from all Mississippi taxation
