Establishes a state-assisted local road construction and maintenance program administered by the Office of State Aid Road Construction to provide financial assistance to counties for roads and streets not in the state highway or state aid road systems.

Creates the "State-assisted County Road Construction and Maintenance Fund" in the State Treasury with $25,000,000 transferred annually from the General Fund for fiscal years 2011-2015 in four equal quarterly payments beginning July 1.

Allocates all fund monies equally among all counties with no deductions for administrative expenses, with unexpended amounts retained in the fund and interest deposited to the fund's credit.

Requires each county receiving funds to establish a special county fund for deposits and restricts expenditures solely to construction, reconstruction, overlaying, repair and maintenance of local roads and streets outside the state highway system.

Authorizes the State Department of Audit to conduct annual audits and investigations of all funds deposited to and expended from county special funds.
