Create the Mississippi Office of Homeland Security within the Mississippi Department of Public Safety, with a director appointed by the Commissioner of Public Safety

Commissioner authorized to employ agents and necessary secretarial, clerical, and administrative personnel, and to assign quarters, equipment, and facilities to the office

Directors and agents must be U.S. and Mississippi citizens of good moral character, at least 21 years old, with either four years of college or six years of law enforcement or military service experience

All directors and agents designated as law enforcement officers with full police powers, subject to Board of Law Enforcement Officer Standards and Training requirements and educational standards

Commissioner may enter into agreements with other state or federal departments for exchange or temporary assignment of agents, effective July 1, 2010
