Requires municipalities seeking annexation to specify in the ordinance the additional benefits and services that must be provided to annexed territory within 30 days of the court-ordered annexation date

Mandates that annexed territory must receive new, measurable services not already provided by other governmental or private authorities; failure to deliver services within 30 days renders the annexation null and void

Prohibits any range within proposed annexed territory from having a population density less than 10% of the population density of ranges within existing municipal limits, based on the latest federal census

Bars municipalities from initiating new annexation proceedings on territory where an annexation was voided for 5 years from the date of the court order

Prohibits municipalities from assessing property taxes or collecting motor vehicle ad valorem taxes on formerly annexed territory where the annexation has been declared null and void
