Requires the state to fund 36 new teacher positions and 36 new assistant teacher positions for charter schools, with at least 24 teachers designated for a mandatory home economics program developed with Mississippi State University and Alcorn State University

Exempts charter schools from most state education statutes and regulations while requiring compliance with health, safety, civil rights requirements, financial audits, and specific laws regarding teacher strikes and school disruptions

Charters run for 5-year terms with automatic renewal if performance requirements are met, and the entire pilot program repeals on July 1, 2014, with an evaluation due to the Legislature before the 2014 session
