Repeals the Nonpartisan Judicial Election Act (Sections 23-15-974 through 23-15-985) and reinstates party primary elections for nominating judicial candidates for Supreme Court, Court of Appeals, circuit judges, and chancellors.

Requires judicial primary elections to be held concurrently with primary elections for other offices, with nominations made through party primaries rather than nonpartisan elections.

Amends multiple sections of Mississippi Code to add the word "nomination" to provisions governing judicial elections and to establish that primary and general election laws apply to judicial races.

Increases candidate filing fees for judicial offices: Supreme Court judges and Court of Appeals judges to $200, and circuit and chancery judges to $100.

Effective date contingent on approval under Section 5 of the Voting Rights Act of 1965, with implementation on or after July 1, 2010.
