Reenacts Mississippi charter school laws that were repealed on July 1, 2009, allowing creation of conversion schools (existing public schools converted to charter status) and open enrollment charter schools.

Limits conversion schools to 6 statewide pilot programs with at least one per congressional district and in the Delta region, and limits open enrollment charter schools to 12 statewide with no more than 3 per congressional district.

Requires charter school petitions to include academic performance plans, evaluation criteria, community/parent involvement processes, and for open enrollment schools, detailed budgets and governance plans.

Establishes State Board of Education annual evaluation of open enrollment charter schools based on student performance, attendance, discipline, and impact on local districts, with authority to place schools on probation or revoke charters for material violations or fiscal mismanagement.

Funds open enrollment charter schools through state allotments calculated by average daily attendance multiplied by base student cost, paid in 12 equal installments; conversion school employees remain district employees while open enrollment charter school employees become state employees.
