Requires municipalities to notify residents and business owners in proposed annexed territory by mail within 10 business days of passing an annexation ordinance.

Establishes population density requirement that no range in proposed annexed territory can have less than 10% of the existing population density of ranges within current municipal limits.

Allows qualified electors in proposed annexed territory to petition for a referendum within 60 days; if 20% of qualified electors petition, county board of supervisors must hold election on annexation within 60 days.

Annexation ordinance is approved if fewer than 60% of election voters oppose it; if 60% or more vote against it, the ordinance fails and municipality cannot propose annexation of same territory for 5 years.

Removes municipal annexation questions from chancery court proceedings for boundary enlargements while maintaining court review process for boundary contractions.
