Amends Section 83-9-47 of the Mississippi Code to grant health care providers a lien on payments made directly to patients or policyholders by third-party payors for medical services rendered.

Requires third-party payors paying patients directly for medical care to provide information about payment amount, date, and nature to the health care provider via telephone, facsimile, or mailed "explanation of benefits."

Allows third-party payors to require health care providers to pay the reasonable cost of producing and mailing explanation of benefits information.

Exempts fixed-indemnity policies, limited benefit health insurance policies, medical payment coverage, personal injury protection coverage in motor vehicle policies, and supplemental liability or workers' compensation coverage from these requirements.

Takes effect July 1, 2010.
