Prohibits use of eminent domain to convert privately owned property for retail, office, commercial, industrial, or residential development purposes.

Prohibits use of eminent domain for enhancing tax revenue or transferring property to private persons, nongovernmental entities, public-private partnerships, corporations, or other business entities.

Exempts drainage and levee facilities, roads and bridges for public conveyance, public utility infrastructure (telephone, gas, electricity, water, sewer, etc.), and common carriers from the prohibition.

Exempts structures listed on the National Register of Historic Places and institutions of higher learning or community colleges from the prohibition.

Effective upon passage.
