Establishes school year opening date as the Tuesday immediately after the first Monday of September (Labor Day) and closing date as the Friday before the last Monday of May (Memorial Day) for all Mississippi public schools.

Requires the State Board of Education to promulgate annual school calendar guidelines specifying the minimum number of days schools must remain in session between opening and closing dates.

Repeals Section 37-13-63, which previously established a fixed minimum number of school days, allowing the State Board of Education to set this requirement through guidelines instead.

Amends Section 37-151-5 to update definitions related to adequate education program funding, including changes to how "successful school district" and "adequate program" are defined based on accountability ratings.

Takes effect July 1, 2010.
