Amends Section 25-43-3.112 to require the Secretary of State to file copies of all adopted agency rules with the Secretary of the Senate and Clerk of the House of Representatives.

Adds new subsection (3) to Section 25-43-3.113 requiring that agency rules and regulations affecting the general public must receive legislative approval before becoming effective, except as provided in subsection (2).

Maintains existing 30-day effective date for rules after proper filing, with exceptions for rules required by Constitution or statute, rules conferring benefits, rules delaying other rules, or rules necessary due to imminent public health or safety peril.

Effective date is July 1, 2010.
