Establishes that applicants for state-issued licenses or state-funded public assistance must demonstrate the ability to speak and understand English before receiving eligibility.

Applies to all licenses issued by state agencies (including professional, occupational, and motor vehicle licenses) and public assistance programs including TANF, Medicaid, and other Department of Human Services economic assistance.

Requires the State Department of Education to develop the method for determining applicants' English language proficiency and provide it to state agencies.

Amends Medicaid eligibility requirements to include English language demonstration as a condition before a person becomes eligible for Medicaid benefits.

Amends TANF program requirements to include English language demonstration as a condition before a person becomes eligible for temporary assistance to needy families.

Effective July 1, 2010.
